Billable Change
One correlated change is billed once.
A billable change is one persisted canonical event that matches an enabled rule, is not suppressed, and has not already been counted through its billing correlation key.
Counted Once
One correlated change remains one usage unit even when it is delivered to multiple permitted destinations or included in a digest.
Never Billable
Delivery retries, tests, product-health messages, quota warnings, connector-health messages, duplicate source events, and suppressed events do not increment usage.
Quota Grace
Monitoring continues when paid-plan grace is exhausted.
Owners and Billing users are warned at 80 percent and again at 100 percent. Paid plans then receive a 20 percent grace allowance.
After grace is exhausted, ChangeWitness continues ingestion, normalization, deduplication, correlation, history, and dashboard visibility. Individual external deliveries are replaced with one daily quota summary per tenant until an upgrade or monthly reset. Product-health and security-of-service notifications continue.
